Project Summary

Description

This site of twelve buildings of different levels and ground surface was built from 1976 to 1980 and is composed of twelve former generation solar installations linked with geothermal heat pump. On heating period, solar installation was stopped and only operates on summer during high period of sunshine. Moreover, hot tap water consumption has increased and storage capacity is inadequacy to the needs.
It has been decided to restore the former solar installation and to link it with another renewable energy as wood for example. The new CSTS is used to supply hot tap water production and is composed of 1,164 m2 of collectors.

Summary

CSTS was restored in 2005 and is composed of 1,164 m² of flat plate collectors installed on flat roofs of the twelve buildings. They are placed in a south/southwestern orientation of 25° and with an inclination of 30°. Total solar storage is of 58 m3 shared in the twelve buildings.

Introduction

The total cost of this project is of 1,371,000 € excluding VAT and 1,446,000 € including VAT (VAT at 5,5 %). It was subsidized at 80 % by Europe (FEDER funds: 411,494 €) and by the ADEME / Regional Council of Poitou-Charentes (685,824 €).

Development & experiences

Summary of experiences / Notices to the project performance

A former solar installation already exists on this site and La Rochelle City Hall has chosen to carry on with this approach initiated since the 70ies by a restoration. La Rochelle City Hall has used a Delegation Contract of Public Services with the Elyo Ocean Company, the installation’s operator. This operation is shared in three parts realised by three different installers. For such a project like this, it is important to work with an engineering company with lots of good references.
